sure many ofshore banks will give you credit based on a deposit so for example to get a card with E5000 limit you need to deposit E7500 in a term deposit, try PROVIDANT BANK in Belize.
of course probably your local banks will do the same thing!

yes to the above definitely
you can get a credit card to use in Greece from other countries.
you can even get a check book and pay with checks in Greece in whatever funds you wish.
and all this you can do even if you never step your foot outside of greece.
if you use the bellow resources etrade for example since its a US based company dont forget to read the appropriate tax treaty, its a very favourable treaty for greeks. I think there are capital gains exemptions, or exemptions from interest and dividents earnings etc…. ( read the treaty).T
